My staff pick this month is “NY State Bill Jacket”.  But, what’s a Bill Jacket?  Strictly speaking, it is what the New York State Legislature gathers related to any legislation enacted.   Unlike Federal Legislation that provides at least House and Senate Report, New York State does not have guidelines for materials kept as part of its “Bill Jacket”.
