Answer: The Rules of the City of New York under the current numbering system went into effect on July 1, 1991, under the provisions of the New York City Charter, sec. 1045 (1988).

Question: In drafting contracts, members of the firm's transactional practices use the terms:

"to the best of borrower's knowledge"
"to borrower's knowledge"
"to borrower's actual knowledge"

Is it possible to find some sort of authority as to the meaning of each phrase? For instance, does "to the best of borrower's knowledge" require borrower to perform due diligence? Is "actual knowledge" a looser standard than "knowledge" or "best of knowledge"?
